CPOR (Claiming Partner of Record) is a Microsoft attribution mechanism. A partner files a claim asking Microsoft to record it as the partner of record on a customer workload. What can be claimed, what a claim has to include, and what the record is worth are all set by Microsoft's program terms, which a partner reaches through the partner portal.
It matters because CPOR is partner-initiated paperwork, and most partners have no single view of which customer workloads they have filed a claim against.
